using an old raspberry pi A model it complains about no libusb1.0
had to apt-get install libusb-1.0-0-dev
in order to compile flashrom

pi@raspberrypi:~/flashrom $ sudo flashrom -r ~/efi/read1.bin -V -p linux_spi:dev=/dev/spidev0.0 -c MX25L3206E/MX25L3208E
flashrom v0.9.8-r1923 on Linux 4.1.13+ (armv6l)
flashrom is free software, get the source code at https://flashrom.org

flashrom was built with libpci 3.2.1, GCC 4.9.2, little endian
Command line (7 args): flashrom -r /home/pi/efi/read1.bin -V -p linux_spi:dev=/dev/spidev0.0 -c MX25L3206E/MX25L3208E
Calibrating delay loop... OS timer resolution is 3 usecs, 182M loops per second, delay more than 10% too short (got 80% of expected delay), recalculating... 181M loops per second, delay more than 10% too short (got 79% of expected delay), recalculating... 180M loops per second, delay more than 10% too short (got 78% of expected delay), recalculating... 186M loops per second, delay more than 10% too short (got 81% of expected delay), recalculating... 184M loops per second, delay loop is unreliable, trying to continue 10 myus = 13 us, 100 myus = 98 us, 1000 myus = 932 us, 10000 myus = 9946 us, 12 myus = 15 us, OK.
Initializing linux_spi programmer
Using device /dev/spidev0.0
The following protocols are supported: SPI.
Probing for Macronix MX25L3206E/MX25L3208E, 4096 kB: probe_spi_rdid_generic: id1 0xc2, id2 0x2017
No EEPROM/flash device found.
Note: flashrom can never write if the flash chip isn't found automatically.

double checking the wiring , i have pins setup like your image with pins 3,7,8 going to a breadboard then to the gpio
