So this computer was originally EFI locked and iCloud locked. I went ahead and replaced the firmware but during the process I had a large amount of write errors/failures. I searched through the forums here and tried all the different methods for getting a good write. Once I got a good write I tried to boot an ASD OS testing stick via USB. The picture attached shows the full kernel panic crash.
It said missing ME region so I replaced the ME region with a compatible one using the ME region guide on this site.
After that I'm still experiencing the same problem.
