raspberry pi b+ shuts down when connecting

HI All,

My raspberry pi b+ shuts down immediately when connecting the SOIC chip to the 8 pin chip on the main board, instead of connecting pins 3 7 and 8 all to pin 17 which is a 3.3v, i connected pin 3 to pin 1 on the raspberry pi which is also another 3.3v, and pins 7 and 8 to pin 17, do i just need a few resistors to fix the current running through ?

You need to make sure to NEVER connect or disconnect anything to the pie while its on. You need to have the pie off and then connect to the chip. Then you need to turn the pie on. Wrong place for this thread so moving it.
