where are you getting your 3v3 from? that diagram suggests that you must use 3v3 from the MLB:
according to this, then pins 3,7,8 on the IC must be board supplied 3v3 NOT programmer supplied 3v3.
data sheet says chip accepts 2.7v-3.6v.
which programmer are you using?
if you're using the MLB supplied 3v3, test for voltage. you may have to power on the laptop to the lock screen or BIOS screen etc for the logic board to supply 3v3 to the chip.
If you need to power the laptop, try removing all ram and powering on. It should power but not boot or do anything. Chances are nothing will lock the chip though you may want to sniff SPI traffic to be sure.
Been through this a few times myself, the programmer can not supply enough current to power the chip and surrounding circuitry so will not read the chip or fail to verify it
desolder the chip if you do not have smd equipment use low melt sold and matching low temp flux or a chip quik kit with a low watt iron
